The device has friction members i.e. jaws, for immobilizing a drum before being braked. Wings are arranged parallel to a rod (5) of a single-acting actuator (3) and integrated with a movement transmission part e.g. connecting rod (7) and cross-bar, by a hinge connection (54). A helical return spring (6) is arranged coaxial to the actuator, and encloses a body (4) of the actuator. The helical return spring brings back the rod of the actuator to retracted initial position. Ends (61, 62) of the spring are fixed to the body of the actuator and a U-shaped knuckle (50).
