PURPOSE: A seamless global positioning system between an internal outdoor and an external outdoor based on a wireless LAN is provided to realize serious global positioning system between internal and external side and determination of an internal and external in a wireless LAN environment. CONSTITUTION: An AP observation data collector(109) collects AP observation data. An AP information storage unit(101) stores a location AP list. A KAS(Key AP Set) data extractor(103) extracts KAS compartmentalizing outdoor from the location AP list. An indoor and outdoor location determination unit(113) determines indoor or outdoor between AP observation data and KAS data through comparison.
