PROBLEM TO BE SOLVED: To provide a soil improving method and a soil improving structure for suppressing travel of a driving machine and equipment to the minimum extent, preventing the soil improving structure from being adversely affected by an obstacle such as a building, and driving a pile efficiently. SOLUTION: In the soil improving method for inserting a hollow pipe 9 into the ground from a ground surface side and pouring a soil improving agent through a distal end of the hollow pipe in a pull-up process to drive the improving pile P, a planned section (a) of a lower end of the pile to be driven is decided by the predetermined vertical and horizontal pitch in accordance with an improvement rate in an underground bottom part in the direction of depth and on outer side faces in side parts partitioning a scope of soil improvement in advance by using the driving machine 1 capable of turning the hollow pipe 9 in the horizontal direction, adjusting its inclination in the vertical direction, inserting or pulling it into/out of the ground while holding its turning or inclining attitude. The hollow pipe 9 is inserted into the ground on a line connecting the center of construction site and each planned section (a) of the lower end of the pile by using a fixed point 0 set in the vicinity of ground surface as the center of construction site by the driving machine 1, and the soil improving agent is poured while pulling up the hollow pipe after the distal end of the hollow pipe reaches the underground bottom part and the outer side faces in side parts.
