PROBLEM TO BE SOLVED: To provide a group call control server which can distribute voice data by utilizing network resources efficiently. SOLUTION: When an AGW receives a group communication start request, the group call control server assigns a first call control channel, builds SDP information containing a receiving port number for receiving voice data from a PT engine corresponding to the first channel, and transmits an INVITE message including the SDP information to the PT engine. When the AGW receives the INVITE message to which group members are added from the PT engine, the group call control server specifies the BS of each member, assigns a second call control channel, builds the SDP information where the receiving port number corresponding to the second channel is identical to that of the first call control channel, notifies the SDP information to the PT engine, and stores the voice paths between the AGW-PT engine and the resources between the BS-AGW while associating them with each other.
