PROBLEM TO BE SOLVED: To generate a strong tumble flow in a cylinder while a rotary valve is used.

SOLUTION: An intake device for an internal combustion engine includes a rotary valve V having: a hollow casing C constituting an intake passage D leading to a cylinder of the internal combustion engine; and a rotor R rotatably attached in the casing C for adjusting the flow rate of air flowing from an inlet port P1 to an outlet port P2 of the casing C. A notch 12A is provided on a valve element end edge 12c for varying an opening area of the outlet port P2 of the rotor R.
