PROBLEM TO BE SOLVED: To provide an activated mixed metal oxide oxidation catalyst in order to improve selectivity. SOLUTION: A method for producing the catalyst includes the steps of contacting a mixed metal oxide having the empirical formula: A<SB>a</SB>V<SB>b</SB>N<SB>c</SB>X<SB>d</SB>Z<SB>e</SB>O<SB>f</SB>with water and optionally an aqueous metal oxide precursor to form a modified mixed metal oxide, calcining the modified mixed metal oxide, and further heating the calcined modified mixed metal oxide with an acid. In the formula, A is at least one element selected from the group consisting of Mo and W, N is at least one element selected from the group consisting of Te and Sb, X is at least one element selected from the group consisting of Nb and Ta, Z is Pd wherein, when a=1, b=0.01 to 1.0, c=0.01 to 1.0, d=0.01 to 1.0, e=0 to 0.1, and f is dependent on the oxidation state of the other elements.
