PROBLEM TO BE SOLVED: To provide a spray coating method which is capable of suppressing volatilization and scattering of a water absorption inhibitor even when applied to a vertical surface of a civil engineering and construction material, is excellent in sticking efficiency and hardly causes contamination of a substrate due to remaining material produced by coating irregularity, in order to solve problems when coating the civil engineering and construction material with the water absorption inhibitor. SOLUTION: In an application method for forming a water absorption inhibiting layer on the surface of porous material for civil engineering and construction, the water absorption inhibitor for civil engineering and construction which has a volume median diameter of droplet of 0.3 to 1.7 mm and comprises alkylalkoxysilane and/or a condensate of the alkylalkoxysilane, and silica.
