PURPOSE: A developing device and image forming apparatus are provided to reduce the inflow of developer due to moving a blocking unit and to control the inflow of developer in case the height of a first inlet unit is higher than an upper side of a blocking unit. CONSTITUTION: A developer supporter is extended along a medium width direction of a recording medium. The developer supporter is formed in a latent image and maintains the developer on a surface. A developer container(36) includes a supporter receiving unit. A developer receiving unit is connected to the developer container. A division member(77) is arranged in the developer receiving unit. An extraction unit(93) is extended to the outside of the developer receiving unit.
