<P>PROBLEM TO BE SOLVED: To suppress variation of transmission delay for each variable-length packet when transmitting a variable-length packet from a transmission device to a receiving device. <P>SOLUTION: The transmission device 1 is configured to calculate a delay amount in a priority input buffer 11-1 for an IP packet including clock information required for synchronizing a receiving-side clock with a transmission-side clock, form a frame by being capsulated in a TLV packet and stored in a slot, and transmit a modulation signal to the receiving device 2. The receiving device 2 is configured to receive the modulation signal from the transmission device 1, generate a slot constituting a frame to be decapsulated to an IP packet, sort an IP packet including clock information in a packet sorting part 22, calculate a retention time based on the delay amount in a priority output buffer 24-1, and delay the IP packet by the retention time to be thereafter output.
