PROBLEM TO BE SOLVED: To provide a technique capable of forming a projecting surface layer that exhibits high erosion resistance on a blade surface of a steam turbine and allowing repair for reproduction of an erosion-resistant coating on the projecting part of the surface even in the event of erosion, resulting in minimizing man hours. SOLUTION: An Si surface layer with a surface roughness Rz of 20μm or less, made of an iron based metal composition with an Si content of 1 to 20 wt.%, is formed on the front edge of a tip of a steam turbine blade which is bulged into a predetermined shape from a blade surface by machining or buildup processing.
