The information collection device (300) is provided with: a performance information acquisition unit (321) for acquiring terminal performance information which indicates terminal performance affecting wireless-quality measurement accuracy, said terminal performance being that of the wireless terminal; a registration unit (322) for registering, in accordance with the terminal performance information acquired, a wireless terminal having at least the required terminal performance; and a collection processing unit (323) for collecting wireless quality information relating to the wireless terminal registered.
