<p><P>PROBLEM TO BE SOLVED: To provide an effect controller that satisfies a repeater user well, by changing the effect of an attraction to be simultaneously used by a plurality of users, according to the user of the attraction, and by preventing the effect from being predicted. <P>SOLUTION: An effect controller 2 determines one of the users as a target user, and changes the effect of an attraction according to the state of the target user. The user of the attraction has no idea who has been decided as the target user including oneself, in the presence of other user. The effect pattern is changed based on any one of the users. It is almost impossible for the user to predict the effect pattern.
