The invention relates to a system for controlling user access in a wireless communication system, comprising: a femto gateway which transmits a first access request message containing a femto indicator to a macro AAA server when a terminal has made a request for an initial access via a femto base station, and which receives, from the macro AAA server, a first access permission message containing NAI information for indicating an actual NAI of the terminal, and which determines whether or not to permit the network access of the terminal in accordance with whether or not the actual NAI of the terminal is included in a pre-stored CSG list of the femto base station; and said macro AAA server which receives the first access request message from the femto gateway, checks the femto indicator contained in the first access request message, and transmits the first access permission message containing the NAI information for indicating the actual NAI.
