PURPOSE: An uplink resource allocation system for a voice service is provided to reflect a generation characteristic of voice traffic to allocate an uplink resource. CONSTITUTION: A base station(330) allocates a code number and a slot number to a user terminal for an uplink transmission in on state of a voice packet service. The base station receives a voice packet in a constant time interval from a user terminal to on state end of the voice packet service. The user terminal transmits a voice packet to the base station through an allocated code number and a slot number of the base station in the on state of the voice packet service.
