The system has a cylindrical floating body horizontally supported at a height of water level of sea, where the system works according to an Archimedean buoyancy principle. The floating body is completely filled with water and arranged in or before a concrete dam or in a hollow space of the sea. Amount of water enclosed by a cylinder of the floating body is raised above the water level of the sea when the cylinder is rotated around 90 degrees at a lateral axis for accessing potential energy of contents of an upper half of the cylinder, where the energy is converted into electricity.
