PROBLEM TO BE SOLVED: To surely transmit a plurality of messages with different transmission periods in block. SOLUTION: A transmission device 100 is provided with: a transmitting side message management part 101 which manages a request message A which sets the transmission period to T1 (one minute); a transmitting side message management part 102 which manages a request message B which sets the transmission period to T2 (three minutes); and a transmitting side message management part 103 which manages a request message C which sets the transmission period to T3 (four minutes); and a transmission timing management part 104 which aligns transmission timing of the request messages A, B and C. The instruction of the transmission timing of the request message A is performed to the transmitting side message management part 101 by the transmission timing management part 104. The transmission timing of the request messages B and C is checked in the transmitting side message management parts 102 and 103. The request message A of one minute period is used as a base, the request message B is included by a three minute period and the request message C is included by a four minute period to be transmitted.
