摘要 <p><P>PROBLEM TO BE SOLVED: To improve skin detecting precision by sufficiently reducing charge to be accumulated due to external light components while maintaining charge to be accumulated due to emission light components. <P>SOLUTION: A light emission device 61 emits the rays of light with prescribed wavelength to an object, and a camera 62 generates a pickup image by picking up the image of the object by using the total charge amounts of each pixel to be accumulated by receiving reflected rays of light from the object as a pixel value, and a binarization part 103 detects the object from the pickup image, and a control part 101 controls the light emission device 61 to emit the rays of light with light quantity such that first charge amounts to be accumulated by receiving the reflected rays of light of the rays of light to be emitted by the light emission device 61 among the total charge amounts are set to prescribed charge amounts. Also, the control part 101 controls the camera 62 to receive the rays of light in an exposure time such that second charge amounts to be accumulated by receiving the reflected rays of light of the rays of light to be emitted due to external rays of light among the total charge amounts are set to be less than a prescribed charge threshold.
