The invention relates to a video information system including a sub-system of multi-program split-screens, and can be used for developing video-information interactive systems for multifunctional broadcasting with accompanying sound. In order to ensure the multi-program synchronous transmission of video and speech information on several channels and to a plurality of split-screens while listening to the accompanying sound for each screen of the split-screen in different languages according to the subscriber's choice and in real time, the video information system comprises a sub-system (1) of N multi-program split-screens interconnected with a sub-system (2) for generating and translating television and video programs, including information on emergency situations, through video-program transmission channels (3), wherein the transmission of packets of accompanying sound and other messages for each program in the multi-program split-screens is carried out from the sub-system (2) for generating and translating television and video programs via a cellular communication network (4) and towards subscribers' terminals (7) of the cellular communication network by translating, on channels of the cellular communication network (4), packets of accompanying sound containing messages for each screen in the split-screen individually into each cell where multi-program split-screens are provided and via the cellular communication network (4) in an interactive mode.
