PROBLEM TO BE SOLVED: To provide a radio communication method capable of flexibly performing traffic load distribution corresponding to network traffics as well as radio traffics, and shortening a communication unable state of communication terminals in a base station area having a failure when a failure occurs. SOLUTION: A network I/F 1 regularly measures network traffic amount. When the measured network traffic amount increases and exceeds a threshold value, a control section 4 refers to a transmission output level corresponding table stored in a storage unit 5 on the basis of the output from the network I/F 1 to give an instruction to lower the transmission output level to a radio I/F 2, and the radio I/F 2 lowers the transmission output level. Also, at the same time, the control section 4 transmits a signal for increasing the transmission output level to the surrounding base stations in order to compensate an area range which becomes out-of-communication-area of its own station due to the decrease in the transmission output level.
