PROBLEM TO BE SOLVED: To provide a program update management apparatus that determines, when updating a plurality of programs for an external terminal, the order of updating the programs and whether to update them based on the latest information obtained from a manufacturer, to control updating operation. SOLUTION: A management server 10 receives a program updating instruction a plurality of times from an instruction terminal 4 within a short period and stores the received instructions (P1), and determines the optimum order of updating the programs and whether to update them (exclude redundant instructions or exclude exclusive combinations) with respect to the plurality of stored updating instructions. The management server 10, when idle time during which the apparatus is not in use is informed from an image forming apparatus 30 (P3), transmits a program updating instruction to the image forming apparatus 30 according to the determination results (P4), and downloads a program from a program server 20 according to the program updating instruction to update the program (P5).
