PURPOSE: A drained water heat exchanger and a heat exchange system including the same are provided to produce hot water and cold water using drained water and recycle hot air and cold air for the supply of hot water or cold water. CONSTITUTION: A drained water heat exchanger comprises a heat exchange tank(11), a heat-exchange tube(12), an inlet pipe(131), an outlet pipe(132), and a circulation pipe. The heat exchange tank comprises an inlet unit and an outlet unit. The inlet unit and the outlet unit of the heat exchange tank are positioned on the lower and upper portions of the heat exchange tank. The heat-exchange tube is accepted inside the heat exchange tank and moves a heat transfer medium. The heat transfer medium inside the heat-exchange tube flows from the upper portion of the heat exchange tank to the lower portion thereof. The inlet pipe is connected to the inlet unit of the heat exchange tank. The outlet pipe is connected to the outlet unit of the heat exchange tank. The circulation pipe circulates the heat transfer medium heat-exchanged with drained water in a recycling apparatus for the production of hot water and cold water.
