PROBLEM TO BE SOLVED: To achieve the safety of work wherein closing members are prevented from lowering by providing a manual rotary machine which is detachable so as to allow a handle to rotate only in the upward direction considering the handle has to be rotated only by one hand resulting in hard work when the inserted handle is rotated while a release lever for disengaging a brake is pulled by the other hand for opening operation in a conventional gating machine in case of power outage. SOLUTION: The manual hoisting rotary machine 6 is configured so as to transmit rotation of a first gear 22 to a coupling gear 17 of a gating machine 2 by providing a handle shaft 21 with the first gear 22 rotatable thereon, engaging the first gear 22 with a lock lever 27 on the outer peripheral surface thereof for stopping its rotation, providing a cam wheel 28 with the lock lever 27 which rotates while abutting thereon, slidably connecting the first gear 22 and the cam wheel 28 with an interlocking pin 25, and disposing a coil spring 26 for changing a rotation phase.
