PROBLEM TO BE SOLVED: To provide a wiring board inspection device capable of improving inspection accuracy, a manufacturing apparatus, an inspection method, and a manufacturing method. SOLUTION: The wiring board inspection device and the manufacturing apparatus include two or more tools on which a wiring board of an inspected object is arranged, an inspection part which determines pass or fail for the wiring board arranged on the tools by performing an electric inspection, a transfer part on which the two or more tools are disposed and transfers the tools intermittently one by one to the inspection part, and a rearrangement mechanism which rearranges the wiring board, which was determined to be fail as a result of the inspection by the inspection part, on a tool different from the tool on which it has been arranged during the inspection.
