PURPOSE: A belt for heavy load and a process for manufacturing a belt of truck and bus tire are provided to improve productivity through the omission of a topping process of extruding the steel cord with a rubber as a untopped steel cord is directly attached to a rubber sheet. CONSTITUTION: In a belt for heavy load formed by winding a steel cord layer between belt layers(1a,1b) while being arranged between the tread and carcass of the tire, a rubber sheet(3) having a series of guide grooves between the belt layers is arranged, and an untopped steel cord is inserted in a guide groove of the rubber sheet.
