PROBLEM TO BE SOLVED: To reduce the load of a registrar server by recognizing a load state of the registrar server and transmitting messages instead of the registrar server. SOLUTION: A load balancing device is disposed between one or more storage terminals and a server to transmit, instead of the server, the retry request signals of signals received from the storage terminals and distribute the processing load of the server. The load balancing device includes: a signal responding means that transmits the retry request signals to the storage terminals instead of the server when a parameter for determining whether to substitute for the server exceeds a threshold value; a signal monitoring means that monitors whether the retry request signals have been received by the storage terminals from the server; and a threshold value changing means that changes the threshold value of the signal responding means depending upon whether the signal monitoring means has monitored the presence of the retry request signals received by the storage monitors.
