PROBLEM TO BE SOLVED: To provide an evaluation apparatus which makes a driving evaluation suitable for an individual driver. SOLUTION: The driving evaluation apparats 1 includes: a target state storage part 13 for storing a plurality of pieces of target information including state information indicating the state quantity of a vehicle and risk in the state quantity; a target state selection part 14 for selecting one target information out of the plurality of pieces of target information based on an allowable risk; a vehicle state detection part 12 for detecting the state quantity of the own vehicle; a driving estimation part 15 for estimating present risk, based on the detected state quantity of the own vehicle; a determination part 16 for comparing the risk of one target information selected by the selection means with the estimated risk to determine the operation state of the own vehicle; and a correction part 18 for correcting the allowable risk based on the allowable risk and the estimated risk.
