<P>PROBLEM TO BE SOLVED: To prepare a presentation rate by flexibly performing rounding processing to the number of digits desired by a customer while reflecting a dealer's desired price determination plan independently of the number of digits of a previously generated base rate after generating the base rate. <P>SOLUTION: A base rate is processed and generated by any one of methods known in this technical field based on a holding risk, a rate dealing width corresponding to an allowable risk allowed by the dealer, deviation width information, bias information, and so on. When the base rate is generated, a base rate generation system 302 transmits not only the generated base rate but also bias information acquired from an external system 301 to a presentation rate calculation system 303 differently from a conventional system (S403).
