摘要 PROBLEM TO BE SOLVED: To obtain excellent BER (Bit Error Rate) characteristics while maintaining PF (Proportional Fairness) with high accuracy in MIMO-OFDMA-CDM obtained by expanding downlink OFDMA-CDM system of digital mobile wireless communication into MIMO transmission that improves transmission efficiency by providing a plurality of transmitting/receiving antennas. SOLUTION: Resources are allocated for each sub carrier, and high priority is given to a user of a low transmission rate, thereby maintaining PF with high accuracy. Furthermore, each user separates/extracts an allocated sub carrier and uses all the allocated sub carriers for frequency spreading, to acquire a maximum frequency diversity.
