The device has an ignition device for ignition of arc between a surface of a metal product to be treated and an electrode. A displacement device is provided for displacement of the product in reference to the electrode. Another displacement device is provided for displacement of the electrode in reference to the product. The electrode is arranged at a distance from a product surface, during pressure in a vacuum chamber in range from ten to ten power minus three hydrargyrum. The distance lies in a range from 20 to 2000 mm within free path length of electrodes, during electrical discharging.
