PROBLEM TO BE SOLVED: To provide a traffic signal control device capable of restraining a target vehicle from traveling, without fail. SOLUTION: The traffic light control device includes a control means 401B, which performs microcontrol for individually changing the signaling light colors of a traffic light 1, while taking an intersection Ji at a specific point as object. For the intersection Ji, where a target vehicle 5A preferably restrained from traveling could travel, the control means 401B performs all-red-light control whereby the all-red-light time for an incoming road corresponding to the direction of travel of the target vehicle 5A is continued.
