PROBLEM TO BE SOLVED: To provide a processing apparatus for increasing safety by properly detecting abnormal conditions according to the change of the operating state of a processing unit without outputting any WD pulse from the processing unit. SOLUTION: A control pulse signal to be periodically output for controlling equipment by a CPU 10 is input to a monitoring circuit 13 which detects abnormal conditions by monitoring the operation of the CPU 10. The monitoring circuit 13 determines whether the control pulse signal from the CPU 10 is output before the lapse of a monitoring time, and when the control pulse signal is output, determines that the operation of the CPU 10 is normal, and when the control pulse signal is not output, determines that the operation of the CPU 10 is abnormal, and when determining that it is abnormal, makes a reset output unit input a reset signal to the CPU 10. When performing state transition by which the cycle of the control pulse signal is changed, the CPU 10 outputs notification to notice the state transition to an ASIC 101, and the monitoring circuit 13 changes the monitoring time according to the state transition.
