Disclosed is a cell reselection mechanism for base stations (BS) employing closed subscriber group (CSG). Mobile station (MS) 110 transmits a unicast message (initial ranging message (AAI_RNG-REQ message) or registration request (REG-REQ)2) 305 including an identifier (Closed Subscriber Group Identifier (CSGID)) to BS 120. If the BS 120 is an Open Subscriber Group (OSG) BS then it will ignore the CSGID and proceed with the next steps of cell reselection. If the BS is a closed BS, it compares 310 the CSGID(s) received from the MS within the RNG-REQ message 305 and checks for a match with at least one of its own CSGID(s). If there is a match the BS proceeds with the next steps of cell reselection. If the received CSGID(s) do not match any of the CSGID(s) of the BS, access is not granted and a range response (RNG-RSP) message 315 or registration response (REG-RSP) message is sent by BS 120 to indicate a rejection of access. Redirection information relating to other nearby or neighbouring cells may be provided to the MS in the RNG-RSP message 315.
