PURPOSE: An optical board and manufacturing method thereof are provided to fill a core material and a clad material in only a recessed area in which a core unit and a clad layer are formed, thereby preventing the waste of the core material and the clad material. CONSTITUTION: An optical board includes a base substrate, a first clad layer, a middle insulating layer(30), a core unit, a cover insulating layer, and a second clad layer. The base substrate forms a wiring groove. The first clad layer is formed in the wiring groove. The middle insulating layer is laminated on the first insulating layer. A first penetration hole corresponding to the wiring groove is formed on the middle insulating layer. The second clad layer is formed in a second penetration hole and covers the core unit.
