A panoramic panel (1) on which the track elements of the external system are diagrammatically represented has a number of signalling points for monitoring the operations and a number of control points for performing control operations. Control points and signalling points are connected to a drive device (6) via optical waveguides (7, 4). Here, opto-electric or electro-optical transducers for extracting or injecting radiation out of or into the optical waveguides are located in modules (8, 5). The transducers are driven in time-division multiplex mode. In order to input control instructions, a coupling element is used with an optically active element, for example an LED, or an optically inactive element, for example a reflector.
