CONSTITUTION: A limiting section setting part(350) receives limiting section setting information with respect to the limiting section of the manipulation with respect to a target, and the coordinate information with respect to the limiting section is generated. An arm manipulating part(360) receives manipulating information for manipulating the target. A manipulation verifying part(370) verifies the contact of the coordinate information and the external surface of the target referring to the displacement information of the target.
