PROBLEM TO BE SOLVED: To resolve a problem wherein, in a single layer disk, a plurality of volume management information allocated in distant positions on the disk become closer to each other, and data reliability against a flaw is deteriorated, when a conventional file system used for the single layer disk is applied to a double layer disk. SOLUTION: The optical disk has: the first information recording layer on which physical sector numbers are assigned from an inner periphery to outer periphery in an ascending order; and second information recording layer on which the physical sector numbers are assigned from the outer periphery to the inner periphery in the ascending order, and is divided into a user area and spare area allocated on the outer periphery of the user area. In the disk, first volume management information in the conventional file system is recorded in the inner periphery of the user area of the first layer, the second volume management information is recorded in the spare area of the outer periphery of the second layer, and user data in a file format and file management information are recorded in the user area.
