In an injection/propulsion process, speeding up of a natural phenomenon is performed. Accordingly, nutrient such as CO<SB>2</SB>, nitrogen and oxygen is supplied into the seawater, and CO<SB>2</SB>in the atmosphere is recovered and used in order to remarkably increase phytoplankton and fishes.
