PROBLEM TO BE SOLVED: To broadcast a video image of a content without combining the video image of the content with a video image of a sign language corresponding to the video image of the content, and to display the video image of the content by combining the video image of the content with the video image of the sign language corresponding to the video image of the content at a receiving side without generating any great processing loads. SOLUTION: In a step S12, a content signal is reproduced by a monitor 5, and an operator viewing the content signal recognizes a sign language word appearing in the voice of the content signal to operate a sign language word identification number input section 52. In a step S14, the sign language word identification number input section 52 generates sign language word identification information in response to the operation of the operator to output it to a multiplexing part 37 as a DSM-CC event message. The multiplexing part 37 generates a broadcast stream by multiplexing a content encoded signal, the DSM-CC event message containing the sign language word identification information, and a data carousel module storing a sign language word image group.
