PURPOSE: A rolling roll and a universal rolling mill using the same are provided to prevent thermal deformation due to temperature difference by reduction in temperature difference by each part of a product. CONSTITUTION: A rolling roll comprises a roll body member and a temperature control device(20). The roll body member is mounted in a milling deice and contacts the rolled material heated in a heating furnace. The temperature control device controls the contact surface temperature of the roll body member. The temperature control device comprises a fluid flow path(30), a roll cooling device(40), and a cooling controller(50). The fluid flow path is formed along the contact surface of the roll body member. The roll cooling device supplies the cooling fluid to the fluid flow path and cools the contact surface of the roll body member to reduce the temperature of the rolled material. The cooling controller controls the operation of the roll cooling device.
