PROBLEM TO BE SOLVED: To provide a fluorescent lamp that prevents amalgam from dropping in an arc tube and interfering with a phosphor layer and keeps the amalgam at a stable state to some extent and does not make its manufacturing process at a complicated state, and to provide a lighting fixture having the fluorescent lamp. SOLUTION: The fluorescent lamp has the arc tube internally forming the phosphor layer 3 and forming a first mount and a second mount 5 on both ends so as to block the arc tube, and a discharge medium. The second mount 5 has a second flare section 7, an electrode 8, an exhaust pipe 10 having an exhaust hole 11 at one end and blocking the other end, and the amalgam 9 movably retained inside the exhaust pipe 10. The exhaust pipe 10 has a glass tube 12 inside the exhaust pipe in the vicinity of the end forming the exhaust hole 11. A space between an inner wall surface of the exhaust pipe 10 and an outer wall surface of the glass tube 12 is smaller than the minimum diameter of the glass tube 12.
