A computer server comprises: a CPU pool comprising a plurality of CPUs (Central Processing Units); two or more partitions for allocating the plurality of CPUs in a mutually exclusive fashion and running operating systems (OS) independently from each other; and a resource managing and monitoring unit for CPU allocation and recovery in each of the two or more partitions, based on the number of CPUs currently available and the number of CPUs currently in use. The resource managing and monitoring unit monitors partition status data (which includes data relating to the number of CPUs currently in use, the number of CPUs secured, the capping state, and the maximum number of available CPUs) in order to measure the percentage of CPU resources used in each of the two or more partitions.
