A scale removing apparatus by electrochemical reaction of the present invention comprises: a reactor accommodating water containing hard components, wherein the hard components are precipitated into scale by electrochemical reaction to be adhered, and which acts as a (-) electrode; an electrode provided inside the reactor to be insulated from the reactor, which acts as a (+) electrode; and a power supply unit connected to the reactor and the electrode to apply direct current power. Since the present invention can precipitate hard components contained in the water into scale so as to remove the same by applying direct current power to an anode and a cathode, the hard components contained in water can be removed while being environmentally friendly.
