PURPOSE: A load balancing method for a DCAS(Downloadable Conditional Access System) and a system thereof are provided to update a CAS software through the distribution of transaction load in consideration of the number of DCAS hosts which are updated. CONSTITUTION: A DCAS(Downloadable Conditional Access System) calculates an update request standby value of a DCAS host when updating a CAS(Conditional Access System) software(S42). The DCAS server transfers the update request standby value to the DCAS host(S43). In the CAS software update confirmation of the DCAS server, the DCAS host calculates a standby time(S44). After the standby time, the DCAS host requests the update of the CAS software(S45).
