PURPOSE: A shock absorbing panel with a double structure is provided to improve shock absorbing properties by dually absorbing shock transferred from the outside. CONSTITUTION: A shock absorbing panel(100) with a double structure comprises a flat plate(110) and shock absorbing units(120) The flat plate is formed in a specific width. The shock absorbing units are integrally protruded from the front surface of the flat plate. Each shock absorbing unit is composed of an external shock absorbing unit(130) and an internal shock absorbing unit(150). The external shock absorbing units have first spaces(140) and are integrally protruded from the flat plate. The internal shock absorbing units are located at the first spaces of the external shock absorbing unit and are integrally protruded from the flat plate.
