PROBLEM TO BE SOLVED: To provide a microcapsule type electrophoretic device preventing decrease in contrast in a transient phenomenon, and to provide electronic equipment using the electrophoretic device as a display means. SOLUTION: The electrophoretic device 1 includes: a pair of electrodes 23 and 24; microcapsules 40 disposed between the electrodes 23 and 24 and encapsulating an electrophoretic dispersion liquid 30 comprising electrophoretic particles 25 and a dispersion medium 26; and a binder layer 41 fixing the microcapsules 40 between the electrodes 23 and 24. The electrophoretic device 1 includes the electrophoretic dispersion liquid 30 and the binder layer 41 satisfying an expression:R<SB>b</SB>C<SB>b</SB>≤R<SB>ep</SB>C<SB>ep</SB>referring to ratios of electric characteristics, wherein R<SB>ep</SB>and C<SB>ep</SB>denote an electric resistance and an electrostatic capacitance, respectively, representing electric characteristics of the electrophoretic dispersion liquid 30, and R<SB>b</SB>and C<SB>b</SB>denote an electric resistance and an electrostatic capacitance, respectively, representing electric characteristics of the binder layer 41.
