PROBLEM TO BE SOLVED: To improve the authenticity of a rejected bill which is determined as being a reception reject. SOLUTION: When there a re bills conveyed to a bill reject port 105 as abnormal bills and an operator decides to receive these bills, the bills are received again from a bill receiving port 104, and the rejected bills are checked by a checking section 305 by a checking method less precise than the foregoing checking; and bills determined as being receivable by the checking are conveyed to a temporary storage section 111. Then a section storage section door 106 is opened, and an envelope on which a bar code, including an ID of reception operator, operation time, the number of bills determined as being receivable is printed by a printer provided in an operation panel 200 of an apparatus is issued; and the bills determined as being receivable are enclosed in the envelope and are set in the temporary storage section 111. When the temporary storage section door 106 is to be closed, the barcode on the envelope is determined as being authentic or false by a barcode reader 110 in the temporary storage section 111, and the envelope is received in a bill safe 107, when it is decided as being authentic.
