<P>PROBLEM TO BE SOLVED: To provide a developing device and an image forming apparatus that obtain a high quality image by suppressing a halo image and canceling an edge electric field. <P>SOLUTION: The developing device 30 includes a plurality of developing rollers 31 and 32 that carry two-component developer having magnetic carrier and toner, are disposed opposite a photoreceptor 11, and develop a latent image on the photoreceptor 11. The developing device 30 has a plurality of developing process sections for developing toner on the photoreceptor 11. The developing rollers 31 and 32 of the respective developing process sections are vertically arranged.
