PROBLEM TO BE SOLVED: To provide a device for preventing a shutter curtain of a shutter device from abnormally and rapidly closing, which smoothly opens and closes the curtain even without any tensile force of an endless traveling member immediately after opening and closing the curtain. SOLUTION: A contact member 79 is swingably connected with a pin member 78 to a ratchet member 75, which is a turning member having a pawl portion 75B. The pawl portion is an engaging part engaged by the energizing force of a helical torsion spring 76, which is an energizing means, with a driven sprocket wheel 52, which is a rotating member, for stopping the rotation of a winding shaft 13 when a chain 53, which is an endless traveling member is cut off. The contact member, further, contacts with the chain 53 by the energizing force of the helical torsion spring 76 when the chain 53 works, and is provided with a projection 81D inserted through a through-hole 75D, which is a locked portion formed in the ratchet member 75, and a projection 81E abutting on a side portion 75E, which is a locked portion of the ratchet member 75.
