PROBLEM TO BE SOLVED: To provide a carbonation treatment method of steelmaking slag capable of being produced in a simple method and being practically used stably and over a long period of time as a material for the ocean, such as alga fields and fish reefs, which does not elute alkalis and raise pH of sea water; and to provide a fixed-bed steam aging apparatus used in the same. SOLUTION: The carbonation treatment of a steelmaking slag 3 by charging a gas containing carbon dioxide to the steelmaking slag 3 is carried out by a fixed-bed system using the steelmaking slag 3 whose average particle size is at least the critical particle size.
