PROBLEM TO BE SOLVED: To provide a method for reducing or preventing damages to a riverbed by a flood. SOLUTION: In a river with the riverbed, upward protruding supports are installed on both the sides of the flowing water area of the river, respectively; a floating body section for covering the river and the riverbed is installed; the top of the floating body section can be utilized as the riverbed; and the floating body is supported by the support. In the flood of the river, the riverbed floating up makes the floating body float up by flowing water overflowing from the flowing water area of the river. The supports protruding on both the sides of the river are installed so that garbage left on the riverbed in the flood can be removed; and a gap is made between the floating body and the original riverbed, so as to allow the entrance and exist of a cleaning vehicle or a person.
